How a Bill Becomes a Law

Step 1: A member of Congress introduces a bill in the House or Senate.

Step 2: The bill is referred to a committee for review and possible hearings.

Step 3: The full chamber debates and votes on the bill.

Step 4: The other chamber must also pass the bill (often in a slightly different form).

Step 5: If versions differ, a Conference Committee reconciles them.

Step 6: Both chambers vote on the final version.

Step 7: The bill is sent to the President.

Step 8: The President signs it (becomes law) OR vetoes it.

Step 9: Congress can override a veto with a 2/3 majority in both chambers.
